Your post above focus mechanics. I'd like to hear how you think about these other aspects of the game:
Is it a series of sketches/funny situations or is there a narrative curve?
Do all/some players play for laughs or do all/some play straight?
Is it funny because the players are funny, the characters are funny, the situations are funny?
What do the players bring to the table? What does the game text do? What do the players do at the table?
Is this a game you play for 5 minutes or 5 hours?
Writing humour RPGs is hard!
