Jag tänker här klistra in en text som en god vän till mig skrev. Hans engelska är inte perfekt (han är ungersk), men det är fullt läsbart.

For the 5 billion total population, we can have about 50000 vampires around the globe, including all generations, and variations. With the relative balance between the two big sects, we can say none of them has more than 25000 members, and no clan can count more than 5000 members. Speaking about a smaller clan or bloodline, the numbers will be even smaller. With this figure, we say the Cainites have some prsence all over the world, and the population of China, Korea, Japan and Vietnam can support numerous vampires, but it isn't the case. So we can say no clan has more than about 3500 memebers.

3500 members for a large clan all around the world. 3500 vampires. This can be a huge amount, but this number includes everything from the 4th to the 15th generation. Trying to find a 10th generation Ventrue in Central Europe, without any status can be a hard job. Doing it 3 times because of 3 players charaters, and still having some suchs NPCs introduced in some adventures is next to impossible task. If you play a chorincle in Hungary, because it is pretty close to both the EU (Austria), the Historic Prague, Transilvania (there are a lot of hungarian people in Transylvania), and some other areas, you will face an even greater problem.
For 10 million people, there are 100 vampire in the whole country. But in any given city, there will be less than 40 vampires. Finding two vampires of the same generation, in the same clan, without any significant status is next to impssible, and in this situation even a new 14th generation thin blooded kinderd can have some status. If we think about our capital, we can say it can support less than 20 vampires on its own. And about 30 (maximum 40) with the surrounding areas. How can you find a Ventrue with some Wealth and Generation backgrounds, but without any Status?

With the above figures you can limit what is possible in your games, and what isn't. This way you can reduce the possibilities of min/maxing, and can help to build some game balance. On the other hand, if the odds are against playing in your homeknow, so you should forget about the environment you know so well. And even with these numbers, the Vampires would have a noticeable presence, and this is a know problem with most of the WoD games. You can use it to your advantage, or you can eliminate it, by using some different alterante earth setting with fixed numbers.
