They are not THAT complex, but the skill system in Mutant 2 seems a good candidate for seemingly everybody looking at it and going "nah". edit: Also any encumbrance system that requires recalculating after swapping out an armour piece (Harnmaster)

I found Eon, Harnmaster and Rolemaster easy but Khelataar made my eyes glass over when i tried to figure out how the xp and skills are supposed to work. A lot of complex games are just process heavy (Harnmaster) or have a lot of options (old Eon)
