Slavery is ubiquitous in the lunarian city-states. Petty criminals are sentenced to toil as chattel, while those unable to support themselves are forced to sell their freedom and become indentured servants. Slavers often kidnap their victims from backwater settlements or the city shanties. It is not uncommon for slave owners to force their slaves to mate and claim ownership of their offspring.
Slaves are considered property and are deprived of personal rights. Owners may treat their slaves however they see fit. Harming the slave of another or aiding an escaped slave is treated as a violation of property laws. Naturally, the most destitute cannot afford to keep slaves, but many commoners possess house slaves, while individuals of wealth often maintain several. Wealthy aristocrats are constantly waited upon by a small army of specially trained slaves.
Some slaves labor as oarsmen or miners, while others are responsible for house cleaning, food preparation, or work as administrators, teachers, or advisors. Pleasure slaves are educated in the arts of music, dance, conversation, and eroticism.
Slaves often have a greater measure of economic safety than poor but free citizens. They have a roof over their head, access to basic healthcare, and generally enjoy a varied diet. But they lack liberty and rights and are entirely at the mercy of the whims of their masters.

Here are some important points regarding slavery in Warlords of the Moon:
- When depicting slaves, it is important to provide them with personality traits similar to those of any other NPC. It isn’t necessary to portray all slave owners as malicious or all slaves as pitiful. The point isn’t that they are good or evil, but that the enslaved are persons, not objects.
- Player characters might want to buy slaves. House slaves and other non-combatants who are forced down into a dungeon must immediately make a morale check or try to run away. Furthermore, they must make a new morale check as soon as anything dangerous occurs. Specially trained bodyguards or slave soldiers make morale checks just like ordinary retainers. They receive no share of the treasure but gain experience and are treated as retainers for all other intents and purposes.
- The player characters may want to aid and liberate the slaves they encounter. The simplest way to accomplish this is to buy the slaves in question and set them free. Otherwise, you may wish to create a short episode where the PCs are forced to confront or avoid the slave’s owner as well as law enforcement.
- The player characters might themselves become enslaved. They can fall prey to slavers or be sentenced to slavery if they are found guilty of some crime. It is generally more entertaining if this happens as a consequence of events within the game, rather than as something you spring upon the players. You should promptly provide the PCs with a path to freedom, but it doesn’t necessarily need to be free of obstacles. Enacting a daring escape or organizing a slave uprising are plots well worth considering.
- The lunarian city-states are generally unjust, authoritarian, and hierarchical societies, and it would be a good thing to topple them in order to make way for freedom and equality.
