My gut feeling would be that single shots don’t count ammo and burst fire takes half the mag.
If you want to simplify it more limit guys with Uzis and AKs to 2 mags per fight. After that they are either out of ammo or the barrel is glowing

My suggestion (coming from miniatures gaming, but theres some overlap I wager) is to NOT pop down 500 grand for art work on this project.
Try to find a way to get a prototype out there, even as a print and play, with simpler art, maybe go for black and white instead of colour up front or rely...
we play War of the RIng once a year and while it is such a bother to set up and remember all the special conditions that apply to everything, it is easily one of the most memorable games of all year. Something about it just creates a story.

Setting aside scenarios for a minute, if you were going to try to trace a line through every nation on the map, to visit in a campaign, where would you start and end ?

There has never been any real restrictions on what you can play in DoD. So my question is:
What races were the most common in your group?
What were unusual picks but someone did play one?
What was off limits?
What is the weirdest thing anyone has played or the weirdest group combination?
There is also the risk, I'd imagine that in English there are quite a few other "dark fantasy" games to complete with. Its sometimes better to be a big fish in a small pond than the other way around. Especially given that you are basically doubling the work load.
The problem Im having is I am trying to think of more examples but there are some games where I legit wouldn't really care what edition we played. Maybe thats for a third thread :)
I havent played yet, but I think the new Pendragon will turn out to be the best version.
