The book itself is about 70 pages long - the rules (being 24XX derived) are pretty minimal, so most of the other content is character traits, magical items, locations, baddies, NPCs, some adventure seeds, and a fleshed-out intro adventure.

Here's a some info taken directly from the rulebook - hopefully it helps to give the game more context:

Secret People is a Roleplaying game set in a modern(ish) setting where people possessing uncanny abilities exist amongst normal folk. Don’t expect the flashiness of mutant superheroes, or an established society of hidden, educated wizards. Secret People are scarce and discreet.

They exist and connect through hidden messages, unseen urban thoroughfares, and clandestine laundromats. A strange, second world lies beneath the banal surface of the modern, rat-race world. This is a game about normal people with extraordinary powers living in a world both mundane, and wildly uncanny.

In this hidden world, just beyond the door of normal society, are those with extraordinary powers. Some wish to silently aid humanity and better the world, others wish to plunder and profiteer at their expense. In the end, the characters you’ll be playing just want to belong - with other secret brethren, and the world at large.

WHEN

Before cell phones, after trains, guns, and soda. After color TV, and slow computers, before electric cars. After World War 2, before the third one. After just a little bit of reality TV and Britanny Spears. Before YouTube, after MySpace.

A SECRET MINORITY

Secret People are rare, and have a natural tendency towards discretion. Yet, somehow they always seem to cross paths with one another. You might wonder why they haven’t risen up to seize the world with their uncanny powers - there simply aren’t enough of them, and like regular folk, most have no aspirations for world domination.

MAIN CONFLICT

In the hidden world that lies just beyond the door of normal society are those with extraordinary powers. Some wish to silently aid humanity and better the world, others wish to plunder and profiteer at their expense.

If you need a Big Bad, the Central Fixture should fill that niche. Their motto? “Eliminating the Unexpected”.

The heroes of Secret People are a decentralized, grassroots, organic network of humanity who happen to possess strange and powerful abilities. The Central Fixture represents the ambition to consolidate power, systematize, catalog, and control. To Joe Six-Pack, Central Fixture is a reputable manufacturer of consumer goods of the electrical variety. Behind the scenes, however, the Central Fixture is the primary Western power that seeks to unify SP for its own contorted ends.
